Hes template is composite bow tactics mage, aka explo ignore fs if #fail then = run or so

and the usual ignore buggers blade / pioruk etc....

I dunno about that, I was able to get it to 47.5% with it. They may have fixed it so that you can only get to 47.5% from 0 though

It isn't fixed, I know that for sure. Most people would start at 50.0 starting skill though. So.

Start 50 on one char, say it stops at 70 or so. Make new char with 50 resist, 50 fencing, buy 25 bushido. Try it on him, soulstone if it goes all the way. I've seen chars work 50-70 or 50-105 ish before, so it's a bit random.
