Hanz, you do realise that every single time you visit any web page, you supply your IP address to the server which is serving it? And that every single web server keeps logs of said IP addresses?

yes but it is the responcibilty of the webmaster of that page to keep my ip address private and not to abuse it

or i can file a lawsuit according to the internet privacy act

Was sorting out maps for todays jobs.

All you need is an IP address to be able to locate a PC, then you need someway of accessing it. Getting someones IP is easy, I send you a PM with a picture it in, you view the pic and my webserver logs the IP address that accessed it. Then I find the latest exploit for your os and pwn you good.
